First, determine if you are legally a household employer (see Home page link, or the government's tax guides.) Then, be sure you fulfill the federal requirements first, before turning to these state requirements.

Subject to Unemployment (TUCA) if you pay combined wages of $1000 in any calendar quarter.
Texas has no Personal Income Tax.
Workers' Compensation Insurance is optional in Texas and is not a part of employment taxation. Coverage can be obtained through your own insurance agent or an insurance company.

The employer registers and obtains an employer ID number from Texas.
This can be done using Form C-1, or online at http://m06hostp.twc.state.tx.us/TAXREG/hints.html
The employer reports all new hires or rehires within 20 days of hiring.
Use the New Hire Reporting form or Forms W-4 or any employer report with the required information. The phone for information on this requirement is 888-839-4473. The website is http://www.newhire.org/tx/.
The employer must display a printed poster at each work site.
These posters can be obtained by calling 512/463-2747 or any TWC local tax office.
The employer pays unemployment tax ("TUCA").
This tax is not deducted from the worker's pay. It is paid with the payroll tax return(s) mentioned below. It is applicable to the first $9000 of wages paid per worker in the calendar year. The rate varies based upon experience and is usually assigned annually.
The employer files quarterly payroll tax returns.
Employer's Quarterly Report, Form C-3 is currently not available for download. A paper copy of the form must be used, unless you use magnetic media or one of Texas' online filing options.

NOTE: Texas now allows annual filing for domestic employers. According to staff at TWC, the election form must be postmarked no later than 12-31 to elect annual paying for the subsequent year. A link to the election form is provided on our TX Forms page.
